Barbie Fischer
Executive Director / Principal
With over 25 years of experience in restorative and transformative justice, and as an operational management leader skilled in enhancing program effectiveness and leading strategic expansions across governmental, non-profit, and educational sectors, Barbie leads our team with a spirit of collaboration, working to understand clients’ needs and connect them to the best person to meet those needs.
Barbie is committed to driving meaningful social impact through transformative strategies aligned with organizational values, as well as federal and state regulations. She has provided national-level training and technical assistance and has worked in complex, high-impact environments, including cases involving significant harm.
She holds a Master’s degree in Conflict Transformation from The Center for Justice and Peacebuilding at Eastern Mennonite University. She is an international fellow with RJ4All and contributes to regional reentry and public safety initiatives, collaborating with cross-sector partners to support systems-level change.

Duha Mohamed
Circle Specialist
Duha Mohamed is a restorative justice practitioner and facilitator dedicated to supporting justice-involved youth and their families. For the past four years, she has facilitated restorative circles focused on accountability, healing, and reentry planning.
She holds a degree in Law, Economics, and Public Policy with a minor in Human Rights from the University of Washington. Duha has served as a Youth Reentry Specialist coordinating reentry supports, facilitates multidisciplinary case conferences, and guides restorative dialogue for youth transitioning back into their communities. She has also served as a legal assistant with the Office of Defense Services. Her expereince spans from the law office, to inside correctional instutions, to the community.
Duha brings experience in both residential and community settings, using culturally responsive practices to support diverse youth populations. She is passionate about fostering connection, accountability, and healing through restorative processes.
Raymond “Ziggie” Zeigler
Restorative Justice Practitioner
Raymond “Ziggie” Zeigler is a restorative justice practitioner, community advocate, and peer support professional whose work is grounded in both professional training and lived experience. His own journey through incarceration, recovery, education, and reentry gives him a deeply personal understanding of the challenges people face as they work toward accountability, healing, and meaningful change.
Ziggie holds a Graduate Certificate in Restorative Justice from Eastern Mennonite University’s Center for Justice and Peacebuilding and studied at Villanova University. His professional experience spans restorative justice, peer support, reentry, behavioral health, nonprofit service, and community-based peacebuilding. Ziggie has worked alongside individuals and communities navigating some of life’s most difficult circumstances. He brings a particular ability to connect with people who may feel overlooked, judged, or disconnected from traditional systems. His approach emphasizes dignity, relationships, accountability, and the belief that people are capable of transformation when they are given meaningful opportunities to be heard, take responsibility, and reconnect with community.
In Philadelphia, Ziggie has also been involved in community peacebuilding through the Metropolitan Christian Council of Philadelphia and collaborative initiatives focused on dialogue, reconciliation, restorative justice, and stronger communities.
At Restorative Encounters, Ziggie's approach to the work and presence reminds participants that restorative justice is not simply a set of practices, it is a way of seeing people beyond the worst thing they have done and creating space for accountability, healing, and change.
